Passive agent directories accept self-declared JSON badges and serve opaque client bundles. AgentRegister binds every autonomous agent and fleet to a named human approver, version-fenced D1 state, monotonic lease_epoch queue completions, and content-addressed swh:1:cnt:* artifacts.

Four Pillars, One Record

1. The Register

A public, version-fenced ledger of fleets and agents with crisp monospace status lines (AR-1001 · B1 · SVY-7 · CON · CAS · SWHID) and active enforcement suspensions.

2. Command & Approvals

Every agent names a human or institutional approver (Tier 1 to Tier 4). Unclaimed Tier 4 bots attempting Class D spend are automatically suspended (D4/S).

3. Portable Seal / AgentSync

Constitutional TERMS.json charters and THP v1.0 handshakes travel cleanly across registry.teleon.dev, agentregister.si, and theagentregister.ai.

4. Verified Skill Pins

Skills are never self-asserted. Pins mint only when check-ups present real execution receipts: fenced lease_epoch completions and swh:1:cnt:* SWHIDs.
